Sharepoint Designer 2007 This is one of the best web design software packages available for free. Period. And SHAREPOINT DESIGNER 2007 IS NOW FREE! (Free for everyone.) Office SharePoint Designer 2007 provides the powerful tools you need to deliver compelling and attractive SharePoint sites and quickly build workflow-enabled applications and reporting tools on the SharePoint platform, all in an IT-managed environment.
Also if you are a web designer you should know about Microsoft’s WebsiteSpark Program that’s free. WebsiteSpark gives Web designers and developers a jump-start by providing the tools and resources needed to build great websites, free of cost.
- For design, development, testing and demonstration of new websites – for a total of up to three users per Web design and development company:
- Visual Studio Professional
- Expression Studio (1 user) and Expression Web (up to 2 users)
- Windows Web Server 2008 R2
- SQL Server 2008 Web Edition
- For production use – that is, to deploy and host new websites developed using Program software – using a total of up to four processors per Web design and development company, of the following (physical or virtual) dedicated servers:
- Windows Web Server 2008 R2
- SQL Server 2008 Web Edition
Editor’s note: Microsoft has a similar program for students and educators, called DreamSpark. DreamSpark offers many different software for free, including but not limited to Windows Server 2008/2003, Visual Studio 2010, and Microsoft Virtual PC.

Thankyou for posting. Just one note, you can only use the software for 3 years. It in the FAQ and EULA as well

@miftah: That one I have not tried, I steer clear from servers, just because I don’t know what I am doing. However, to answer your question, it is free through DreamSpark. DreamSpark is available to students only.
A first step toward a Corporate Responsibility Enterprise way to do business. It would be better to give free and updated licenses to unemployed informatic too. :-)

Note: SharePoint Designer 2010 only connects to SharePoint 2010. To connect to SharePoint 2007 and
earlier sites you must continue to use SharePoint Designer 2007
If you want to create Sites for non sharepoint webspace use SD2007
