Are you looking for a plain, bare-bones notes app for Windows? ResophNotes provides a simultaneously clean-looking and featureful notes app that even synchronizes with Simplenote, a free online note synchronization account service.
The integration with Simplenote allows you to access your notes on the go with the official Simplenote app for Android and iOS. This is in contrast to other note-synchronzation apps, including ClintaNotes, the other Notes app featured tonight. It even lets you choose to store your database as plain text (.txt) rather than some obscure database format like ClintaNotes.
If you like to use Markdown, the markup notation language, you’re in luck. Typing markdown into the note-editing page allows you to go to a Markdown Preview page that shows off your ability to create basic formatting. It also lets you do basic searches through your notes.
Overall, ResophNotes is a nice note app. It’s simple, but still synchronizes with the internet, and lets you do cool things with markup notation languages such as markdown.

I don’t think this suggestion will Sync (but you can use the portable version).
For those of us who like things organized and structured, then this free program ‘Flashnote’ is the best I have found for keeping plain text notes -
