OfflineHey black raven, you don't mention free or pay so I won't list any (time's short), but usually any converter that you can adjust the bitrate will allow for the best quality. Also depending on your preferred aspect ratio, etc. Search around, if you want more detail, preferred ones, I'll be around latter sometime and I'm sure others with voice their opinions. Later.
I don't know what the optimal settings for .avi files are (you should probably research that), but I do know iWisoft Free Video Converter (recommended here by dotTech) allows you to adjust the bitrate and fps of the video. Unless you are asking for a software that will convert those .avi videos straight into DVD format?
OfflineHey black raven, I don't have a lot of time now and I have to say I haven't used free ones lately, but I would recommend checking out DVDFlick http://www.dvdflick.net/index.php , It's failry easy to use but also can produce pro results. Won't get into it now but the site provides lots of info. It does burn directly to DVD, and it's free.
You may also want to check out the one Jyo mentions but I have no experience with it so I can't say myself.
If those don't work well for you let us know, I have used many in the past but can't post all them at this time (it's late but figured I'd at least mention one). Hope it helps! Later.
If you want a free program that burns those movies directly onto dvd's, then you'll need DVDFlick as rodken suggested. iWisoft can convert videos to different formats and qualities, but cannot be used to burn onto dvd's. Just wanted to get that straight. You can't simply just copy movie files onto dvd's and expect them to play. You need a dvd authoring software. Ashraf wrote about this before: DVDFlick.

I often notice questions/advice asked on these forums but no one replies later letting anyone know if advice is/isn't helpful which makes it almost seem a waist of time giving advice/help, just a thought, not anything against yourself black raven.
