OfflineTry PhotoScape. It has a feature which allows you to turn images and animate them into GIFs. Since PhotoScape image editor is not as powerful as say GIMP, if you need you can always create your images using some other software and throw it into PhotoScap to animate.
OfflineOh okay. Use FormatFactory to convert and resize your video (use "All to GIF" under video). And it should loop automatically since it is a GIF. If not let me know and I will try to figure out how to make it loop.

OfflineNah, that didn't work. The programs I used were, FFDSHOW, VirtualDub, and Photoscape. And this tutorial. Had to replace Adobe ImageReady with Photoscape.

Really? Out of curiosity why didn't FormatFactory works? It allows you to convert videos to GIFs and choose the size (and/or crop).
