I want to install WordPress on my pc.  Has anyone else here done this and which one did you use, WAMP or XAMPP? 

I want to know which one is better or is there any difference?  I was going to use WAMP but found out that XAMPP could be used also.

If you're wondering why I want to install WP on my pc, it is to save bandwidth.  I'm in Canada and there will be a new law coming soon that will prevent unlimited uploads and downloads.  I used to have 40 Gb bandwith (which was more than enough for my needs,) but it was reduced to 25 Gb, and could possibly be reduced again.
