I don't know if there's much difference between the two but TuneUp Utilities 2008 have a 'component' called TuneUp Styler. It lets you

  • Customize the appearance of your Windows visual elements (buttons, frames, icons, sounds, etc.)
  • Redesign the Windows launch screen to reflect your personal tastes
  • Personalize your logon screen for each PC user

    One more thing is that Advanced SystemCare has 'security' features.
