Why? Some of the freebie posts are US-only. But there are many non-US dotTechies. There are Belgians, Aussies and Brits who all admit to there non-US-ness. Bet there are many others too!

On which note, I, um, wouldn't go within a country mile of any software, free or not, that described itself as a 'Registry Defragger'. I'd like my computer to be as happy and as healthy in 2012 as myself. . .

I should have been more clear. That particular freebie is UK only because it is for a specific computer magazine. They are restricting it to UK IPs to stop the freebie from being abused by the blogosphere.
The USA-only freebies I post about aren't freebies for specific magazine subscribers.
