I was wondering if is there was a way to boot os from the tv usb port without a barebone pc, media player, laptop or desktop.

Um… I don't think so unless your TV specifically has the capability to boot an OS from USB.

The tv would have to have its own os?

Unless the TV has the hardware the OS needs to run (processor, RAM etc) that is [I believe] impossible.

however, I do remember reading about micro/mini PC's that were not much bigger than a USB memory stick that might be close to what you want.
