Just adding to Karen's suggestion. This is actually a learning from email service providers like gmail etc & what I've learnt from their gui.

They keep essential commands like "send" etc both on "top & bottom".They also have a dropbox just like you have one on top e.g. select forum. This "top & bottom" thing makes user experience even more enjoyable (it already is btw). Hope I am not being greedy
