Ok, I have to say again… You won’t be bale to do anything until you are able to boot in safe mode!

Trust me on this. I have dealt with this more than once before. Your system is infected to the core. What it also means that sometimes it will boot normally and you won’t get those nasty popups, that doesn’t mean your system is clean.

So again

- Safe mode (no internet connection!)

- Scan with whatever you can make run on it (check the above posts)

If all fails, swapping.

If that fails… well, I guess reformat.

1. Boot into safe mode.

2. Run ComboFix.

Yes, the paid version comes with a website blocking feature. It’s part of their protection module.
