Controling the download speed does any know how to?

I was wondering if anyone knew of any software that can will download at certain speed so you can control the flow so that it doesn't make other people's speed slower and lag?
I'm trying to download a big file but my grandpa took the computer off in the morning and well it was suppose to just sit there and download.
At the same time my grandma is running Netflix which it take up basicly all the downloading speed but not surfing speed.
So if anyone has any idea post away! =)

If you want a download manager which allow to control the download speed, you may consider Free Download Manager, which you will find at this place : http://www.freedownloadmanager.org/download.htm
If you want a software which is able to control and monitor the speed of any application which is internet connected, go and see NetBalancer, which you will find at this place : http://www.seriousbit.com/netbalancer/
Each of these two softwares are free.
