        	        	<description><![CDATA[<p>I was wondering if anyone knew of any software that can will download at certain speed so you can control the flow so that it doesn&#039;t make other people&#039;s speed slower and lag?</p>

<p>I&#039;m trying to download a big file but my grandpa took the computer off in the morning and well it was suppose to just sit there and download. </p>

<p>At the same time my grandma is running Netflix which it take up basicly all the downloading speed but not surfing speed.</p>
<p> </p>
<p>So if anyone has any idea post away! =)</p>
