I used to get that in Windows XP Home. Try pressing Ctrl+Alt+Delete once. If a dialog box pops up asking if you want to lock, open Task Manager, or do some other stuff, then it's the same checkbox I had to press. I just can't for the life f me remember the name of said checkbox.

You are using Windows XP, right?

If you are wanting the Welcome Screen that you normally get when you login, but only sees the login window instead; go to Control Panel, User Accounts, then on "Pick a task...", click "Change the way users log on or off". The rest should be relatively simple.
